It's Baaaaack! Caption THIS:

It's a new month, a new year and a new administration in Wisconsin so it's time to bring back the caption contest. I went out of my way to find the creepiest photo I could find. Did I succeed? Please give me your best caption to this photo. The winner will receive something to make a Wisconsin winter a little more comfortable. The  deadline is Friday at 4 PM.   Have fun, be creative and, as always, play nice.
